Vice President of India
Article-63 of the Constitution states that there shall be a Vice-President of India.
According to Article-64, Rajya Sabha is ex-officio Chairman. and does not hold any other office of profit during his term of office. The Vice President of India is the second highest dignitary after the President of India. Provisions related to the Vice President in the Constitution of India have been made in Part 5 and Articles 63 to 71. Provisions related to the Vice President have been taken from the Constitution of the United States of America (USA). Has been taken.
Qualifications for the post of Vice President
The qualifications for the post of Vice-President have been described in Article-66(3). According to which a person should have the following qualifications for the post of Vice President.
1-He should be a citizen of India.
2-He must have attained the age of 35 years.
3-He should be eligible to be elected a member of Rajya Sabha.
4-He should not have held any office of profit under the Government of India and the State Government.
(Office of profit means - any office of profit or salary under the Government of India or State Government or local authority or other authority.
Note:- According to the constitution, the post of President, Vice-President, Governor of the State or Minister of the Union or the State is not considered as the office of profit.
5-He should not be a member of any House of the Parliament or any House of the State Legislature. If he is a member of any of the above houses and the Vice President gets elected. So from the same day according to Article-66(2) his seat in that House will be deemed vacant.
Electoral College and Election of the Vice President
In Article-66(1), the electoral college of the Vice President has been mentioned. The election of the Vice-President will be done by such an electoral college which will consist of all the members (elected members and nominated members) of both the Houses of the Parliament, that is, the election of the Vice-President will be done by all the elected and nominated members of Rajya Sabha and Lok Sabha. Members of the State Legislature do not participate in the election of the Vice-President. The election of the Vice-President is by the "single transferable vote system" according to the "Proportional Representation System". For the post of Vice-President, the name of the candidate must be proposed by at least 20 voters and approved by 20 voters, along with the candidate must deposit a security deposit of Rs 15,000. If a candidate gets 1/6 of the total valid votes If not received then his security deposit is forfeited.
Dispute related to the election of Vice President
Under Article-71, any disputes related to the election of the Vice-President are settled by the Supreme Court. If the election of the Vice-President is declared invalid by the Supreme Court after the election of the elected Vice-President, then the Vice-President's actions while holding office The work will not be considered illegal.
Swearing in of Vice President
The procedure for taking oath of the Vice President is given in Article-69. According to this, the Vice-President takes oath before the President or any person appointed by him before assuming his office.
Term of office of vice president
According to Article-67, the term of the Vice-President is 5 years from the date of assuming office, but if his successor is not elected during this period, then he will remain in office even after 5 years till his successor does not come
Resignation of Vice President
The resignation of the Vice-President may be done in the following manner.
1- By resigning from the President -- If the Vice-President wishes, he can become free from office by giving his resignation letter to the President even before the end of his term.
2- By passing resolution by Rajya Sabha
If the Rajya Sabha passes a resolution to remove the Vice President by a majority of all its then members and the Lok Sabha accepts it, then the Vice President has to leave his post. But it is necessary to inform the Vice President about such proposal 14 days in advance. If the post of Vice-President becomes vacant, the election of a new Vice-President will be held as soon as possible because there is no provision in the constitution to appoint an acting Vice-President.
Eligibility for re-election
A person who holds the essential qualification of the post of Vice President can be elected for more than one term. Dr. Sarvepalli Radhakrishnan and Hamid Ansari have become Vice President twice i.e. both of them have been re-elected.
Salary and Allowances of the Vice President
The Vice President does not receive the salary of his office, rather he receives his salary as the Chairman of the Rajya Sabha. As the Chairman of the Rajya Sabha, the salary of the Vice President is charged on the Consolidated Fund of India. At present, the salary of the Chairman of the Rajya Sabha is Rs. 4,00,000 Rs. The allowance cannot be reduced during his term of office.
Functions and Powers of the Vice President
The Vice-President is the ex-officio Chairman of the Rajya Sabha. Therefore, he conducts the proceedings of the Rajya Sabha. He cannot discuss and vote on any bill presented in the Rajya Sabha, but in case of equality of votes, he has the right to cast his casting vote as the Chairman of the Rajya Sabha.
He signs the bills passed by the Rajya Sabha.
◆ He provides protection to the privileges of Rajya Sabha members.
When the office of the President becomes vacant due to death, resignation, impeachment or any other reason, the Vice-President discharges the functions of the President under Article-65. until the new President assumes office. While discharging his duties as President, the Vice President shall receive the same salary, allowances and privileges as the President. When the Vice President acts as the President, he does not perform the duties of the Chairman of the Rajya Sabha.

So far 16 elections have been held for the post of Vice President in India. Therefore Mr. Jagdeep Dhankhar is the 16th Vice President. But according to personal order, he became the 14th Vice President of India, because Dr. Sarvepalli Radhakrishnan and Vice President Hamid Ansari were elected for two terms.

Important facts related to Vice President
1-The first Vice President of India was Dr. Sarvepalli Radhakrishnan.
2-Dr. Sarvepalli Radhakrishnan and Mohammad Hamid Ansari were elected as Vice Presidents for two terms.
3-Krishnakant was the only Vice President of India who died during his tenure.
4- Dr. Sarvepalli Radhakrishnan, Mohammad Hidayatullah and Dr. Shankar Dayal Sharma were such Vice Presidents who were elected unopposed to their post.
5- Najma Heptulla is the only woman to contest the election of Vice President.
6-The proposal to remove the Vice-President from his post can be first brought in the Rajya Sabha.
7- In case of vacancy of both the President and the Vice-President, the responsibility of the President is assigned to the Chief Justice of India.
